Education fairness has now become one of the Ten Chinese people concerned about livelihood issues; it is the important foundation of social equity and core areas. The simple "Provide education for all students without discrimination" education fair thought to date from Confucius, Make every student has equal access to education is a whole society to the pursuit of the ideals of education. But with the economic development, China has a large number of low-income urban families, their children saddled with the multiple pressure of survival, learning and so on. Faced with high education spending, their learning roads were more arduous than other students but in the studies of the fork in the road, many children of low-income families tearfully bid farewell to his ideal school for economic reasons. Education aid for students of low-income families is an important way to reflect the educational equity, social justice, and the realization of a harmonious society.This paper selects Changchun City, the students of low-income families for the study; the scope of the study is non-compulsory education, including high schools, vocational education stage, colleges and universities. According to the analysis of the way through the questionnaire and solve the non-compulsory educational support to the children of low-income families to make recommendations. This paper is divided into five parts. The first chapter is the introduction, mainly to explain the background and significance of this study. The second chapter is the educational assistance related research, related concepts defined, and the status of the theoretical basis of this study, and the domestic and international education aid. The third chapter is the empirical analysis section. Propose the existing educational problems of Changchun City. The fourth chapter describes the experience of domestic and foreign education aid, some successful, innovative experiences worthy of Changchun City learning. The last chapter is a concluding part, to make recommendations on improving China’s urban system of educational support to students of low-income families.
