They shall be accountable for setting up the effective configuration of the scheme which shall contain and work for every single qualified student.2. The scheme shall get more funding from all sorts of sources, including either government or public, and charity community. As one results of writer’s research indicated, there were a lot of students who supposed to be assisted and entitled to get the right are out of this scheme due to the limitation of the funding, and get marginalized. The funding from government hall be utilized more effectively, on other word, it could be profitable by investing in some particular field, as long as the proper supervision policies are in place.3. Modern statistical management system shall be employed. The real and true demand of students shall be collected accurately and the standards for categorizing the demand shall be reviewed periodically and get according upgrade. The up-to-date management technologies are available in many industries and field, there is not any reason that it could not be used in this scheme. Meanwhile, the procedures of approving the student’s qualification shall be simplified. The government shall emphasis on advocating the scheme positively and objectively to all the society, by so, the scheme would get more attention and awareness by pubic.
