Education is one of the key factors in the sustained and healthy development of a country or a region. Among which, the compulsory education is very important, it can provide the education is the basic knowledge and skills of acceptance and social integration. China is no exception, especially for the remote, economic and social development foundation of Tibet is weak in the area, the development of compulsory education has become the priority among priorities problem. The present stage Tibet agricultural and pastoral areas of low human capital and human resources development lag has become a restricting Tibet economic development and social harmony are the main causes, it is with the development of compulsory education is closely related to the local lag. But in view of the special nature of Tibet, the development of basic education in agricultural and pastoral areas of Tibet is not only the need of economic and political needs. Although the national development of the agricultural and pastoral areas of Tibet compulsory education attaches great importance to and gradually increase the intensity of investment, in the course of its development, as the direct provision of compulsory education and the protection of county government, its development should take what attitude, what role, play what role, bear any responsibility.This paper analyzes the factors of government actions mainly based on industrial economy, public management, and other subjects, the county government should bear the main responsibility for compulsory education in agricultural and pastoral areas of Tibet in the logical starting point for the government of Tibet Changdu Zuogong county are analyzed in the accountability of security and in the development of compulsory education based on the lack of responsibility, find Zuogong county government and the responsibility are classified into three categories, and analyze the causes of county government responsibility flaw depth from three aspects of the economic level, the awareness level, system level, combining the county government in agricultural and pastoral areas of compulsory education specific responsibility for the content, confirmed the strengthening of county government in the agricultural and pastoral areas in Tibet in the compulsory education support responsibility, supervisory responsibility and responsibility for coordination of these three dimensions, and proposes relevant countermeasures and suggestions, so as to strengthen the county government of Tibet agricultural and pastoral areas in compulsory education, to guarantee the scientific development, agricultural and pastoral areas of Tibet compulsory education.
