Employment is not only the basic of peoples’s livelihood,but also related to thedevelopment of the great work of socialism with Chinese characteristics. The Chinesegovernment attaches great importance to the issue of employment:The report of the16thNational Congress of the Communist Party of China said that “the task of increasingemployment is arduous now and will remain so for a long time to come” in the part“Economic Development and Restructuring”. The report of the17thNational Congressof the Communist Party of China said that “Implement a development strategy thatpromotes job creation and encourage entrepreneurship to create more employmentopportunities”, and “Implement a development strategy that promotes job creation andencourage entrepreneurship to create more employment opportunities”.The report of the18thNational Congress of the Communist Party of China also noted that “we must bekeenly aware that there is still much room improvement in our work and there are a lotof difficulties and problems on our road ahead.......Social problems have increasedmarkedly. There are many problems affecting people’s immediate interests in education,employment, social security, law enforcement, administration of justice, etc. Somepeople still lead hard lives”, so we must “strengthening social development byimproving the people’s wellbeing and making innovations in management”, especially“deliver a better job in creating employment”.Although China has implemented proactive employment policies under the statepolicy guidelines, China’s employment situation is still grim now because the Laid-offWorkers in the Urban Areas, college graduates, the rural migrant labor force make upthe strong demand for jobs. Informal employment that was called sponge and cistern forabsorbing labor force has already been an important way to solve the employment problem for one country because of it’s exuberant vitality. Since the current situationand enormous unemployment pressure, although informal employment has done aconsiderable service to solve the employment problem, it is necessary to comb throughhistory of informal employment and promote development of informal employment onthe basis of referring from foreign experience to better solve the employment problemthat mattered vital to national well-being.This article is mainly from the following aspects to the study: First, reviewing thehistorical development of informal employment in foreign countries systematically andintroducing current situation of Chinese study on informal employment. Based oncollecting and analyzing the literature,we found that although there are several researchefforts on informal employment,the study system remain to be perfect. Second, drawinga conclusion of conception of informal employment in this article on the basis of theconception defined by ILO and foreign countries and experts and status of discussion oninformal employment in China. Meanwhile, elaborating the theoretical underpinnings ofinformal employment and explaining the cause of informal employment from thetheoretical point of view. Third, recognizing the breakthrough of accelerating thedevelopment of informal employment in China by reviewing the historical developmentof informal employment in China, explaining the practical reasons that informalemployment came into being and achieved development and analyzing the currentproblems. Fourth, reviewing the historical development of informal employment in EUcountries, introduce the policies of EU and EU countries’ action and experiences toaccelerate the development of informal employment. Fifth, clear the necessity ofcontinuing to develop informal employment in china through the role of thedevelopment of informal employment in China and form the idea that accelerate thedevelopment of informal employment in China through actively cultivating the labormarket, perfecting social security system, giving informal economy policy and financialsupport and strengthening of informal employees’ education and training on the basis offoreign experiences.
