In the development process of one nation,the construction of civil servants’capability has been the work focus of every country.The ability level of civil servants is related to the efficiency of national administration, it also reflect the level of national administrationIn the process of economic globalization and regional economic integration, the construction of civil servants’capability in Vietnam is one of the work focus for their party and the government. Party and state leaders in Vietnam think that the level of civil servants restricts the development of socialist economy and it decides the process of national modernization, the ability of Integration into the international and regional development, and it decides the final aim of "country strong and people rich, social justice, democracy and civilization" could be realized or not.In recent years, Vietnam has been carried out the reforming of civil servants’ construction at Henie city and has gained some advances or experiences, some problem has also been emerged.Although he constructionof civil servants’ capability has advanced the national economic development at some degree, the gap and obstruction is rather big when compared with the final aim. For instance, some older civil servants are prone to backward idea and this affects the proceeding of the construction. Consequently, for the realization of improving the state administrative efficiency and the final aim of the party and the government, we has to learn from foreign experience, and summarize the reform gains and losses of our own. We must seize the opportunity and put forward the construction of civilservants by all efforts. For this reason, this paper attempt to take the public administration theory as an prospect. At the base of sorting out the ability of civil servants in Henie city, the paper is trying to analysis the problems and reasons existed in the practice of the civil servants’construction, and put out some coping strategies. We could perfect the examination system and strict the gateway of civil servants. We could enhance training effect and rise the level of civil servant’ capacity. We could improve the communication mechanism and enrich the practice experience of the civil servants. We could construct the excitation mechanism which can inspire the potential of the civil servants. We must discover and solve problems in time and foster an High quality, strong fighting capacity of the civil servants, which can serve the national Modernization construction.
