Occupation career management theory for the enterprise human resources management,government departments will be the occupation career management theory to practice is very few,and no real insight into the essence of occupation career management and occupation career management can bring effect.The use of career management to civil service management,in order to better mobilize the enthusiasm of their work,so that a better person job matching,and then provide a better quality of public service.Civil servants at the grass-root government,as the largest proportion of all the civil servants in China,are specify executives of institutions,which are basic human resources to guarantee the grass-root government departments to work well,and as the key factor concerning whether our party and central government's guiding principles and polices can be well implemented.Their work ability and attitude reflect the effectiveness and scientific nature of the organization,because they serve the grass-roots face to face.For all the civil servants in China,90% of them are below the family-level,and 60% of civil servants work in county-level governments,and even below the county level.Therefore,it is an urgent problem to solve how to guarantee that civil servants at the grass-root government can have a scientific and reasonable career development,as well as other civil servants.In order to construct the Funing District better,it is necessary to research,analyze,conclude and summarize the current situations of career development,dilemmas,and main factors of civil servants at the grass-root level government,based on practical experiences of career management at home and abroad.And then we can seek the solution to them to help keep civil servants at the grass-root governments to stay in their positions,work hard to construct the grass-root government,and offer high-quality public service to the society.The related theory this paper defines the scope of grass-roots civil servants and this required,through data analysis,questionnaires and interviews and other forms of understanding of Qinhuangdao city Funing District civil servants occupation career management in dilemma;A comprehensive analysis of factors influencing the cause of Qinhuangdao city Funing District civil servants occupation career dilemma from the system,organization and individual layer,based on the overall analysis of the system,according to the organization and individual level proposed improvement measures,the system level to improve the civil servants flow system,improve the occupation career management of civil servants in the security system.To further strengthen the implementation of the parallel position and rank system;The level of organization to improve the organization of occupation career management system,and gradually form a good administrative culture,the establishment of a variety of occupation career development;the individual level,to strengthen the self cognition,establish the correct values,strengthen the consciousness of personal occupation career management measures.
