A Research On Improving Capability Of Grassroots Civil Servants In Dealing With Public Emergencies

In a special period of economic and system transition,China has been encountering increasing uncertainties and various contradictions,making our country into a period with high incidence of public emergencies.The frequent breakout of public emergencies of various type has exerted a serious influence on all aspects of our society,not only having caused great losses to people's life and property,but also damage social stability.Therefore,it is extremely urgent to conduct researches on how to deal with public emergencies and draw the attention of related department and responsible party to this.As the key role and pioneer in public emergencies,grass-root civil servants play an import role in dealing with public emergencies,whose response capability not only directly influence the result of public emergencies,but also make a great sense for social peace,stability and development.This paper,focusing on improving capability towards public emergencies is new and profound topic.Three methods,namely,literature analysis,normative analysis and comparative analysis are integrated to demonstrate how to enhance the capability of grass-root civil servants in handling public emergencies.It will be elaborated at the beginning of this paper the current research status on the emergencies response capability in public emergencies at home and abroad.After that,this paper will demonstrate relative concepts and basic theory in the field of how to handle public emergencies for grass-root civil servants,putting an emphasis on making it clear what the connotation of that is,and the scope definition of grass-root civil servants.In the third part of the paper,the capability deficiency of civil servants when handling public emergencies will be fully described,There phases of life cycle from public emergency specific discusses the performance of civil servants at the grass-roots level emergency management ability is insufficient,and on this basis,form the grass-roots civil servants themselves and provide external environment mechanism of in-depth analysis of the causes of deficiency of its emergency management ability.Finally,according their ability to cope with public emergency is insufficient,the analysis of the causes of the performance and the related detail from for aspects discusses the related measures of improving the capacity of civil servants at the grass-roots level emergency management.Innovation of this paper lies in: the current academic circles more concentrated on the study of public emergency in the study of government emergency management ability,and this article will research Angel of view to our country civil servants at the grass-roots level,the government civil servants in the ability to respond to emergencies,the main body of innovative research content.
