Some Talking About Chinese Civil Servant’s Property Declaration System

Nowadays, as an important measure to prevent and curb corruption, the propertydeclaration system has been widely practiced in many countries around the world.Since the1980s, Property declaration system had been introduced and established inchina, so far, which has gone through three stages. However, this system’simplementation effect is not proper, and there are still lots of problems, such as,implement slowly; formalized for no opening to the public.With the deeper advance of the political democratic system and the deepening ofthe work to prevent and punish corruption, more and more common people lookforward to establish the property declaration system of, in that case, it is essential toestablish the Assets Disclosure Act, and implement the property declarationsystem.This paper is divided into four parts to discusses property declaration system.The first part mainly described this system’s concept, specific content andfunctionality; The second part discussed the system’s current situation and problems,besides that, analysis its reasons; The third part Mainly introduced the system’ssituation in Hong Kong, Taiwan and Singapore and also analysis their enlightenmentsto China; Based on china’s national situation, the last part primarily put forward somerecommendations to construct and improve the system in china.
