Predicament And Outlet Of Political Culture Construction In Current China

Since reform and opening-up, great achievements have been made in socialistmodernization in our country and people’s material life level is also improvedsubstantially. However, at the same time, our political restructuring lags behindeconomic development which hinders the further development of economy. There aremany reasons for the lagging political reform. The important factor is the insufficientconstruction of political culture, which blocks the promoting of political structurereform. Thus modern political culture support is needed for our socialistmodernization.Political culture is a relatively stable organic system of people in certain socialhistorical conditions formed in the social political life and practice of politicalpsychology, political thought, political value.Political culture has such characteristicsas class character, relative stability and structuredness. Construction of politicalculture in contemporary China is carried out under the guidance of Marxism. Itscontents is to enhance civic education, improving citizens ’ political and culturalqualities;Adhere to the principle of collectivism, strengthening ideological and moralconstruction;Improve the scientific and cultural qualities of the people;Improvingcitizens ’ awareness of the rule of law. Advanced political culture is the importantguarantee to consolidate and develop our socialist political system. Construction ofpolitical culture has significant value and meaning in our socialist modernization.Currently, we have predicaments as follows in our political culture construction:firstly, the conflict between conception of rule of law and human consciousness;secondly, the contradiction of standard of right and official standard; thirdly, theinconsistency of subject consciousness and concept of personal attachment; fourthly,the deviation of political ideas and political behaviour. The reasons for thepredicaments are as described as below: firstly, passive influence of traditionalpolitical culture; secondly, negative effects of nonstandard market economy; thirdly,fundamental restriction caused by system defects; fourthly, bad social environment due to underdevelopment of civil society. Therefore, the following demands should besatisfied in political culture construction: firstly, build nation of laws and eliminateproblems of ruling of man in traditional politics; secondly, perfect socialist marketeconomy and build solid foundation of modern political culture; thirdly, developadvanced socialist culture and structure the political value of standard of right;fourthly, cultivate civil society and enhance consciousness of citizenship of all themembers in this society.
