At present, the ageing trend of Harbin municipal is increasingly serious and the health costs are continually going up. According to the statistics, medical cost growth is up to and times28since1990. As can be seen from the serious illness that average costs are rapidly growing up by19%, and reach250000at the2010year. In this severe situation, development lag of home care medical services is not good for the society’s harmony and stability. Thus, to develop home care medical services and solve home-bound elders’health in later years are the duty-bound responsibility of government. The phenomenon of ageing appears early for the West, therefore, most of the developed country have already paid attention to the medical services in the development of home care, and made perfect policy and laws to deal with this problem. However, for Harbin municipality, the obscure authority and hidden high costs between home care and medical agencies, and etc, must be vigorously overhauled in order to make perfect policy of improvement of Harbin municipal home care medical services development. In recent years, with the rapid development trend of Harbin economy, home care medical and community services maintain a good momentum of development. However, in general, there are many problems such as obscure authority, small financial capital investment scale, and single way of government services supply, and lack of legal policy in making the policy of home care medical services for Harbin municipality.Based on the above background, as far as Harbin municipality can be concerned, first of all, related concepts about policy of home care medical services were defined. And the theoretical foundation about improving the development of home care medical services was analyzed through the public policy. The object of this study is public policy about improving the development of home care medical services. The policy of home care medical services is a comprehensive policy, which involves government department policy such as civil administration, social security, medical and health department and etc. Then, with the methods of investigation and analysis and empirical analysis, the status and existing law and policy related with Harbin municipal home care medical services development were analyzed. And related policy was simply induced. On the basis of the above-mentioned, several main problems in the existing law and policy of Harbin municipality were indicated, which is not good for the development of home care medical services, including omission and offside of government functions, dysfunction of public policy, low services awareness of government workers, small scale financial investment, poor policy implementation ability, absence of policy supervision and evaluation mechanism, ambiguous policy and law content, undersupply of government services and etc. Next, with the documentation method, in combination with the real situation of Harbin municipality, some inspiration about Harbin municipality was obtained through analyzing abroad government policy and experience in the development of home care medical services. Finally, according strategy aiming at the shortage of existing policy related with the Harbin municipal home care medical services was proposed, including clearing government value orientation, transformation of government management concept and the innovation of government services mode, increasing financial investment, accelerating the government public responsibility system and supervision of the construction of the evaluation system, perfection of policies and regulations and accelerating the family care medical services supply system and market operation, and etc. And with the health services platform of home care medical services, strengthening policy enforcement, perfection of the supervision and evaluation methods, which are beneficial to the good developing of home care medical services.
