By the end of1940s, the process of modernization of capitalist democracy inJapan had completed. It has been transformed from tripartite political system underthe Mikado before World War II to a fully modern capitalist Seperations of the ThreePowers, while the Mikado is simply a symbolic head of the state, who symbolizes theunity and solidarity of the nation. Political institution implement a multipartyparliamentary cabinet system and parliament is divided into the House ofRepresentatives and the Senate. The characristic of multi-party system urged thegeneration of various sizes of parties, furthermore, the parliament system also madethe enthusiasm of domestic population participant in politics were gradually rising.Besides, there were active and efficient bureaucratic organizational structure andmature local self-government system. All factors above had provided good politicalfoundation for the formation of Japan’s diplomatic policy-making mechanism. ButJapan’s diplomatic policies haven’t demostrated its intelligence; on the contrary, itturned out to be the stumbling block for Japan to achieve its political goals.This article was written from the perspective of Japan’s democratic process afterWWII, demostrating the solid foundation of its foreign policy, striving to describe itspost-war diplomatic decision-making process and exploring in detail how thedomestic factors impacted foreign policy decisions, it reveals how the importantinternal structure impacted Japan’s postwar diplomatic decision-making structure.This article started from outward appearance to inner essence, together with someevents and tables, focusing on analysis the impact of siginificant demostic factors onJapan’s postwar foreign policy-making.Through the study on Japan’s diplomatic policy, it can found that it was a greatsuccess of its democratic process after WWII and the main bodies of foreignpolicy-making are Prime Minister and Cabinet. Main demostic factors, which effectedforeigh policy-making, were governing party, bureaucratic organizationas andconsortiums.The second important factors were opposition parties and parliament,interest groups, media and public opinions. Among them, two mighty forces werebureaucratic organizations and parties; they all had their respectivly predominance indifferent period of time and had their own distinct advantages on Japan’s postwarforeign policy-making. There is undoubtful significance on Japan’s foreigh policy-making to explore a way of active communication and co-operation betweenparties and bureaucratic organizations.
