On The Construction Of Ecological Governance Of Chinese Communist Party

In the context of ecological civilization, ecological governance comes as a newtheory. Inevitably, Chinese Communist Party (CCP), as the bellwether andconstitutor of such civilization, will adjust and optimize her ruling ideas andmethods, as well as empty ecological principles into her ruling life. Ecologicalgovernance is a must for CCP to ease our worsening environment conditions, and asymbol of her historical initiative. It is complementary to scientific, democratic andlaw-based governance and they unified in the transformation of the ruling style ofthe party.Based on document, comparative and inter-disciplinary research approaches,this thesis firstly establishes relating theories, including etymology, inevitability,forming conditions, articles, characteristics etc. Moreover, it divides CCP’sconstructing procedure into different periods according to landmark events from1949. Secondly, intensive studies have been laid on CCP’s practices from the anglesof politic, material and spirit on the ground of literature analysis. Among manyothers, enhancements on leadership, policy guidance and legal institutions have beenapplied for politic; developments on green economy, green science and technologyand green enterprises for materials; as well as encouragements on ecologicalcultures, public participation system, and interregional cooperation for spirit. Finally,the thesis rates CCP’s30-year works objectively, which concludes tremendousachievements have been obtained on prevention and control of pollution, ecologicalprotection and construction, the capacity of environment protection and theinternational cooperation, which have played a great role in the rapid growth of oureconomy and society and in alleviation of sharp environment deterioration.Whereas, the overall ecological exacerbation hasn’t yet got fundamentalimproved with still tough situation and increasing pressures. The value of this papercan be seen as that the thoughts and practice scattered around the training materialsfor cadres have been collected and analyzed. The relatively complete theory systemand practice blueprint have been set up, which is conducive to the eco-governancedevelopment in depth.
