As a common regulatory system of banks, the international regulatory fram eworkfor banks has been applied by over half the num ber of countries worldwide. Itsdevelopment mode and influence deserve ou r discussion and study. The Basel Ⅲ hasbegun its application in2013, which requires scholars and governm ent officers to dofurther study.Since the B asel Ⅲ was draf ted by countries and intern ational organizations, itseffects make it different in the process of implementing compared to other agreements.In the past three decades, Basel Agreement successfully attracted the most countries toabide by it or im plement it. Therefore, a study on Basel Agreem ent from internationalviewpoint will brings us more knowledge about it.Things are always changing, and the cha nge in every stage shows us futuretendency. So does that apply to the Basel Ⅲ. It has aimed at conservatism all the time. Anumber of c ountries and areas have been implementing it by turning it into dom esticlaws or coordinating its relation with domestic laws rather than abiding by it blindly. Wecan see the character of conservatism from both the clauses of Basel Ⅲ or the practicesof those countries. So, to study an object by grasping its core nature means a lot. Studieson theories can guide the practice as well as enrich theories.To conclude, China as a m ember of Basel committee,with th e background of theBasel Ⅲ universally implem ented, a st udy com bining problem s in China’ s banksupervision and Basel Ⅲ will make it cle ar the direction of the inte rnationalism ofChina’s law of bank supervision, and play an i mportant role in improving China’s banksupervision.
