Public policy is the core of political operation, which requires the government to make good publicpolicy to execute public policy effectively, and to assess or summary public policy properly. In orderto achieve these requirements, the government needs to have a higher ability in administration.However, with so many conflicts in interests, it is difficult for the government to deal with socialproblems existing in the public alone. In order to find and solve the problems, we need to mobilizesocial forces, and communicate with various interest groups to meet their interests’ demands. Themass media has played an important role in it. The mass media not only can be used by governmentsto promote its policies and to collect social messages, can also reflect the political willing of differentinterest groups and the people. In order to make public policy run better, the contradiction betweendifferent interest groups should be harmonized and narrowed, and create harmony social environment.At the same time, with the rapid development of the mass media, the extent of its impact is very big.The public will pay more attention to the media power in the era of the Internet. The governmentshould use the mass media reasonably, and face the realistic meaning of the mass media to promotethe mass media in a harmonious and healthy way to develop.This paper mainly studies the effect and manifestation of the mass media during the public policyprocess. The Content includes the mass media in public policy’s problem formation, implementation,and evaluation. This paper will analysis some hot sudden events related to the media, and then statethe positive and negative effects by the mass media to the public policy process.
