Public Opinion Research On The Impact Of Public Policy Process

That the network opinion affects the process of making public policy embodies the supervision by public opinion functioned by mass media.It not only actualizes the true meaning of public policy,the authoritative allocation of social values but also realize the aim of people's participation and deliberation in the government.Based on the case of the network opinion in the construction of PX in Xiamen,especially its influence on place-changing policy,the article analyzes the influence on making public policy exerted by the network opinion . The author clings to the opinion that the network participated in every phrase and worked greatly . In the first phase , the network mobilization formed the platform of expressing views ; in the second phase , it promoted the information to be open ; in the third phase , it supervised the policy to be enforced .On the basis of the analysis above , the author puts forward five suggestions to increase the influences on the public policy exerted bythe network opinion. Namely ,improve the infrastructure of the network tolift citizen's level of participation in the government and reduce the degree of inequality among different participants ;perfect the autonym system on line and strengthen the application of techno-steps;make people's participation in policy-making institutionalized by network;promote the development of the NGO(non-governmental organizations) on the process of people's participation in the government ; set up and perfect the system of network morality and so forth .The socialist modernization of our country is in the social transitional period and the striking period of contradictions , hence , it is indispensible to make better use of the network,which is a window reflecting people's willing.To promote the democratization of the policy and the development of the society,we have to absorb its essence and resist its dark side .
