Research On Media Construction In Public Policy Issues Communication

The formulation and implementation of public policy involves the distribution of social values with interests as the core.Since the implementation of garbage classification policy in China in 1993,some progress has been made in promoting public awareness and implementation of garbage classification policy.However,due to various reasons,the public to a certain extent has a poor understanding of garbage classification policy and a low degree of recognition.Therefore,this paper takes the opportunity of the promulgation of the regulations of Shanghai municipal household waste management on July 1,2019.Taking the garbage classification report of jiefang daily involved in this new regulation as an example,this paper analyzes the way of jiefang daily to constructs the topic in its garbage classification report from the perspective of topic feature and discourse logic by combining quantitative and qualitative research methods.From the perspective of topic characteristics,this paper finds that the topic construction of jiefang Daily garbage classification report has significant differences in different stages: In the construction stage of policy issue,the topic has no obvious characteristics;In the stage of policy planning and introduction,the agenda can track the development trend and promote the communication between "government" and "people";During the policy window period,the topics are mainly to interpret the policies and publicize the typical ones;During the period of policy implementation and feedback,the main topics were supervision and feedback,but it failed to feed back public opinion effectively.From the perspective of discourse logic,this paper finds five major discourse logics constructed by the topic: third party testimony,the presentation of common interests,the construction of new identity through existing identity,the construction of multi-point identity by indirection,and the closed-loop logic mode of constructing language paragraphs.In order to better understand the role of news media in policy communication and promote the efficiency of public policy communication,this paper discusses the topic construction from two perspectives and puts forward four Suggestions for the topic construction.
