The Optimization Research Of Our Government Public Emergency Management System

In recent years, with the development of social economy and the globalization process has beenaccelerating，human has to face a variety of public emergencies and these emergency has to causemore and more threat. In our country, not only the frequency of public emergency has to speed up, butalso facing the types of public emergencies has been increased. Since2003,China has to face a lot ofpublic emergencies, from SARS’s large area and quick speed transmission, to the2008Chinasouthern snow and the5·12Wen Chuan earthquake, all of these shows more and more sudden anddestructive. These emergencies are threat to our public safety and social stability. Therefore, in orderto scientific and reasonable deal with and disposal of these public emergencies. we must study andexplore these public emergencies and seek to deal with strategy and further to deal with how toproperly handle the public emergencies of laws and regulations.This paper mainly discussed four aspects to establish and perfect the public emergenciesmanagement system. The first part relate to some relevant theoretical basis of public emergencymanagement and mainly involves the public emergency of concept and classification. Finally,according to the current situation put forward the construction of public emergency managementsystem of necessity. The second part discusses some achievements that our country public emergencymanagement system has made, and according to the actual situation of our country puts forward someproblems that relate to respond and handle public emergencies. The third part introduces thedeveloped countries`process and some established relatively mature experience management systemthat dealing with public emergencies. The last part discuss the problems that our country`s publicemergency management system based on the research of foreign mature experience. All of these haveto put forward the corresponding countermeasures that relate to our country how to establish andimprove the public emergencies emergency management system.
