Historical Investigation On The Leadership System And Working Mechanism About Anti-corruption Of CPC After The Reform And Open Policy

After the reform and open policy carried out, the Communist Party of Chinahave exploring the way of building socialism with Chinese characteristics constantly,and meanwhile the CPC had got a way with Chinese characteristics in anti-corruptionconstruction, thus an complete system of anti-corruption construction have beenformed. If reviewing this course, in the angle of leadership system and workingmechanism, we can divide it into three stages.The starting stage began from the thirdplenary session of the11th cental committee in1978to summer in1989, it’s chiefcharacteristic is the recovery and reconstruction of the leadership system and workingmechanism on anti-corruption. The establishment stage began from the thirteensession of the fourth plenary session to the sixteenth national congress of the CPC,taking exploring and building the socialist market economy system as it’s backgroundand construct relevant systems positively. As a result, the leadership system andworking mechanism on anti-corruption as “all leading by Party committee, layconcerted efforts by the Party and government, organizing and coordinating bycommission of discipline inspection and all sections take their correspondingresponsibility，relying on the support and participating of the mass” have beenestablished. The improvement and development stage began from2002till now, theParty and government carried on past traditions and opened up a way for those whofollows, reform with keen determination and pragmatic under the condition of newera.To realize the ambitious goal of building a well-off society in an all-round way onthe new start point, the CPC promote innovation in theory and practice vigorously.Making the leadership system and working mechanism on anti-corruption morereasonable, the work of anti-corruption construction have got remarkable results.Those three stages have organic connections, they together compose the historic trailof anti-corruption construction after the act of reform and open policy, showing thesignificance of the leadership system and working mechanism on anti-corruption tothe CPC ‘s enterprise.Undoubtedly, Anti-corruption construction relate to the Party and the nation’sfuture destiny, and more relate to the dream of great rejuvenation of the Chinesenation.Because the leadership system and working mechanism on anti-corruption isin the core of Anti-corruption construction, it decide the result of Anti-corruptionconstruction, thus,whether it is reasonable or not is crucial to the party. Making acomprehensive survey of the evolution of the leadership system and working mechanism on anti-corruption of CPC after the reform and open policy，‘leadingunder the CPC’is it’s principal line. This is decided by the condition of socialismwith Chinese characteristics. It has necessity and also has it’s reasonability. Besides,we must realize that this system really confined the anti-corruption construction,some problems have been exposed in practice. So, realizing it’s priority anddisadvantage on the base of historically inspect upon the leadership system andworking mechanism on anti-corruption has real significance for promoting itreasonably.
