The Communist Party Of Vietnam’s Political System Reform And Its Implications

Vietnam due to the influence of the traditional feudal autocratic system,combined with long-term war environment, the Viet cong can’t smoothly from arevolutionary party leads the people for national independence to led the peopleacross the country to carry on the socialist construction of the ruling party, influencedby the highly centralized political system mode, Vietnam has formed a highlycentralized political system. Formed a one-party state, party and government bothdeficiency, inner-party democracy and social democracy, legal system constructionlagging behind political mode, lead to serious rigidities of party and country politicalthought formed the party and state leaders privilege, corruption, bureaucracy and aseries of problems. Supervision and restriction mechanism and nominal, non-existing,state administrative agency efficiency is low, there are serious political system is notdemocratic, the state all aspects of social life is faced with severe test. In order to getrid of the face of political, economic and social crisis and the international communityin the isolated position, since1986, when the communist party policy began toimplement a comprehensive innovation and opening-up policy. In more than20years,and achieved notable achievements, especially to the political system reform measuresand results, but also attracted the eyes of the world. Viet cong of political systemreform from inner-party democracy, this paper first through the abolition of life tenurein leading cadres, party central plenary session shall practise a system of inquiry,release the draft convention and practice leader of multi-candidate election and directelection, fully adjust the party’s style of leadership and governance, greatly strengthenthe party’s ruling ability, improve the level of the leadership. And promote thebuilding of democracy at the grassroots level, implement the party and formed thehigh-level architecture of checks and balances of power, and expand politicalparticipation channels and means of the people, and a series of measures to promotesocial democracy, to promote the development of social democracy and fully mobilizethe enthusiasm and creativity of the people to build socialism, reflect people’s positionas masters of their homelands, promoted the Vietnamese social and economicdevelopment. Vietnam’s political system reform and a series of effective measures,made great achievements, though there are some mistakes and shortcomings, but agood momentum of development. The reform experience and lesson, it is worth everysocialist country of study, research and reference.From Vietnam highly centralized political system, the root cause of the analysisof the existing shortcomings and, on the basis of the harm, focuses on Vietnam’spolitical system reform measures and the characteristic, summarized the Vietnam’spolitical system reform experience and lesson.
