The Research Of Government Functions In The Agricultural Industrialization

Human cannot live without agriculture. It is the strategic industry which plays animportant role of safety valve in the social stabilization. Consolidating andstrengthening the foundation of the agriculture is a significant way of building thenew socialist countryside. The development of modern agriculture is the primary taskof the new rural construction, In order to achieve this goal, we should promote theagriculture with modern form of management; lead it with modern concept ofdevelopment, and transform it with modern technology. We also should train new typepeasants, accelerate agriculture, and improve the quality, efficiency as well ascompetency. The industrialization of agriculture is the form of agriculture operationswhich appeared when the social economy including agriculture developed to a certainmoment. It lent the wings to the development of modern agriculture. Furthermore,industrialization of agriculture is the necessary outcome of deepening the reform ofagriculture and rural economy and developing them further. As a major driving forcein the process of industrialization of agriculture, the government’s behavior directlyaffects the direction and quality of agricultural industrialization. How to play theirfunctional roles in the industrial management of agriculture is a thought-provokingquestion that government should deliberate. However, it is not very effective in thepractice.This paper first made the domestic and foreign literature review of the functionsof government especially in the agricultural and industrialization. It based on theInstitutional Economics, Management, and so on, and used the method ofComparative Analysis. It took an example of the development of potato’s industryDing xi, Gansu province. It made a comprehensive analysis of the position, role andproblems of the functional government in the industrialization of agriculture. Basingon all of these analyses above, it offered some constructive advice on how to innovatethe government’s function in the process of agricultural industrialization.
