Research Of The Responsibility Of The Local Government Response To The Emergency Group Event In China

China is in a rapid period of economic and social development currently, at the sametime, it is also in the stage of social contradictions’ appearance and deterioration. In theprocess of socialist modernization, the government must handle the relationship betweenreform, development and stability in the face of the rapid transformation of the socialstructure. Without a stable social environment, economic development will be impeded.Social contradictions along with the economic development have become increasinglyprominent problems affecting social stability. In recent years, as a typical social problem, theemergency group event is showing prone and multiple trends and its occurrence scale isincreasing. The damage affecting the intensity levels of government and people’s lives andproperty safety is gradually strengthening. Through the study the author finds that the reasonwhy the emergency group event continues to occur nowadays. It is precisely because theinterests of the demands and expressions of interest are not met, people are forced to takeaggressive behaviors. As social administrators, local governments have an unshakableresponsibility and obligation to maintain social stability and promote social harmoniousdevelopment. Different from the ideal target, local governments show insufficient inmanagement in the process of people’s interests, and don’t adapt to the target in building aharmonious socialist society. Therefore, it’s particularly important to improve themanagement ability of local governments at all levels. Based on local governments toimprove the responsibility consciousness, this paper carries out the tenet of "serving thepeople wholeheartedly" by all means. Local governments should truly use the power for thepeople, love the people and benefit for the people. Keeping the social stability is to keep thesocialist economy development healthy. Framework of this paper is to investigate the currentsituation of the emergency group event. With the help of the responsible government, thecrisis management and the social conflict theories, this paper analyses the lack of performanceand the reasons of the responsibility of the local government’s response to the crisis. In orderto avoid the emergency group event appearance, we must implement the responsiblegovernment’s related work.
