Since reform and opening-up policy’s carry out, the masses, especially the urbanresidents’material living standard has greatly improved. At the same time, along with theadvance of science and technology, great changes have taken place in urban way of life,both in work and study area. The progress of science and technology and thedevelopment of the society brings the urban residents superior material conditions, madetheir work and study much more efficient, and also makes the them to have more sparetime, the quality of life has also greatly improved. However, in recent years, the so-called"modern civilization disease" has become a big problem for urban residents: In adultsgroup, early onset cardiovascular disease incidence is very high; In adolescent group, theproportion of obesity and myopia is also very high; Somewhere in between is a specialgroup--college students group, the analysis on basic indicators such as endurance,explosive force, strength and other physical quality in recent years shows a downwardtrend year by year. In fact, a large part of the reason lies in the unreasonable control overfree time, and the lack of adequate and appropriate physical exercise. When coming intothe status quo, ordinary people, experts and scholars tend to analyze more from theperspectives of sociology and pedagogy, some experts and scholars tend to discuss froma medical, physiological health point of view to analyze this social situation, but few ofthem tend to think from legal Angle, especially from the Angle of legislation and systemsetup to analyze these problems but does not see more, this may be due to the relatedlegislation of sports in China is not so complete.Under my tutor, professor Li Honghai’s advice and guidance, the author chose "Thepromotion from legal aspects on mass sports development among urban residents" as thepaper’s title, this article will discuss the legislation and institutional Settings relate tosports, and the physique and health situation of urban residents, and the time that urban residents spend on physical exercise, then combine the positive role of physical exerciseon urban residents’ physical health, to explore how to promote the masses to spend moretime to scientific and proper physical exercise from the aspect of legislation and systemsettings, which makes the development level of physical health of the masses can beconsistent with the level of social development and progress.The basic framework of this paper is divided into five chapters:1, the city residentsin several typical groups of physique and health;2, the above group spare more time forphysical exercise situation investigation and analysis;3, through legal means to safeguardand promote the development of mass sports in our country the status quo;4, for othercountries, legal guarantee and promote mass sports development in Japan, for example;5,comments and Suggestions: through the legal means to safeguard and promote thedevelopment of mass sports. The main content of the full text of the progress, canaccording to the above chapters summarized as: a, in real life, the physical health ofurban residents; Second, analysis the reasons behind the problem;3, analysis our countrysports related legal issues; Four, the comparative analysis of other countries (Japan)sports law problems; Five, the merits of other countries for reference, improve thecomplement and defects existing in China at present stage, promoting urban residents inour country with the rule of law for the development of mass sports.In this paper, the main research methods used includes:1. Literature analysismethod, through the query not limited to the law in the field of literature and data, toanalyze China’s mass sports development present situation;2. Comparative analysis, bycomparing the mass sports in our country and other developed countries (such as Japan)in different sports legislation and related system Settings, to explore suitable for ourcountry through legal means to promote mass sports method3. Empirical analysismethod, in the process of writing of this article, the author will cite some sports andeducation front line workers and government announcements of some data, as well as in some representative groups around, and small range of empirical investigation (oralinterviews, questionnaires, etc.), through reference to others the firsthand data ofempirical study, the author survey to obtain the firsthand data of comparative analysis, asargument for the paper.
