On The Establishment Of The County Committee Of Public Safety Research

Human beings always have something to do with issues of public security. Safety problems havecaused great losses and brought threat to humankind. In the beginning of21st century, accidents ofpublic security happen frequently. The whole world is on the edge of potential danger andcatastrophes. As other countries, China is facing problems of public security that are increasinglycomplicated and worsening. For Chinese Government, these problems are urgent to handle. And it isalso necessary for the Government to make itself more capable of coping with security issues.This study focuses on the operating systems of the governing body at county level. From theangle of how the governing body shares burden with the Central Government and of valuing the roleof the Secretary of CPC of county committee playing, this paper proposes that a public security issuemanaging organ that is of Chinese characteristics and under the leadership of CPC be established so asto deal with security problems happening in local counties.This study has probed in to find new ways of how to handle security issues existing in localcounties. It insist that a Public Security Committee be set up in each county. This committee consistsof the local Secretary of CPC, the local CPC and local administrating organs including local People’sCongress, CPPCC, Public Security Bureau, Armed Police and civil organizations. The feasibility andnecessity of the committee is supported by public managing theories from home and abroad.Establishing Public Security Committee in each county will be a practical and effective to terminatelocal public security problems.
