This paper attempts to discuss the local government is the county government, butthis paper focuses on the underdeveloped regions of the county government, Localgovernments and the central government is two part of desirable structurally thegovernment.Which the local government, especially local governments are the mostdirectly facing the majority of farmers.For the same to farmers in terms of public goodsand services, local government is better. The consciousness of the farmers at thegrassroots level relative place in terms of the central government are relatively distant,around them can feel the role of local government, local government offices thereforedirectly affect the ability of the government’s image in the eyes of the people and thecountry long-term stability.
