Research On The Allocation Of Power And Responsibilities Of Township Government In The Construction Of Small Towns In Fujian Province

The construction of small towns has become one of the important breakthroughs for urbanization in China.The county government aims to reduce the city and countryside disparity,balance urban and rural development,guide farmers to nearby urbanization through deepening administrative reform for improving town government's public service capability.Actually,there are lots of problems in power allocation.This research selects Longxun town in Dehua county as example.This thesis intends to analyze power allocation by researching interaction relationship between county and town government in construction of small towns urbanization.Firstly,this thesis collects some related literatures at home and abroad in order to make a concrete analysis of the power and responsibility of the government,power allocation and the construction of small towns.Secondly,the writer tries to find the problems of power allocation in Longxun town from the views of governance theory,administrative power dividing theory and public choice theory.Thirdly,this thesis analyzes the causes supervisory mechanism from county government,town government,supervisory mechanism and civil servant.The writer combines actual condition of Fujian province by drawing on the lessons of experience,such as Guangdong,Shandong and Jiangsu,and puts forward some specific and feasibility solutions.
