Study On The Reform Of "Province Governing County" In The View Of Local Governance

Based on the view of local governance theory, the dissertation points out that the development of market-oriented economy and the growth of civic society originated in China's local governance are fostered and guided by local government. The power allocation of the local government is the key in successful local government performance. For this reason, the reasonable power allocation of local government is the precondition and the first task of pushing the local government develop. This dissertation focuses on the power allocation of provinces, cities and county, through analyzing the power allocation from the "City Governing County" and the "Province Governing County". It points out that the goal of "Province Governing County" Reform is to put the local government to consultation and cooperation model through introducing the idea of governance."City Governing County" is the normal kind of power allocation during provinces, cities and county and play an important role in particular historical period. For example it intensifies the administrative management of the county, promotes the integration of the city and county, and pushes the moves of the urbanization. But with the development of the economy, this kind of power allocation has been emerging more and more ills. Firstly, some city has no ability to push the economic development of the county based on feeble foundation. Secondly, County is on the lower position playing a game with City. Thirdly, County has the difficult finance. Finally, it introduces the low efficiency and the high cost.Zhejiang which is on behalf of the provinces with economic developed has conducted a series of reforms in the expansion of county power, regulating the power allocation and optimizing structure of local governance. As a result, the reforms boost the development of Zhejiang's economy; especially the County's and improves the administrative efficiency. However this kind of reform in the expansion of county power may bring new problem before unchanged of the structure of the administrative power. For example, it may introduce County Change into Sector, rat race between County and County, more serious repeated construction and so on. Therefore, we must find a new way to make "Province Governing County" Reform accorded with the requirements from the Market economy.The dissertation holds that it is necessary to introduce the thoughts of governance in the process of the "Province Governing County" Reform. And it points out that the optimization of intergovernmental relations of the provincial, city and county government must be fundamentally adjusted the intergovernmental power, government and market, government and society, building the multi-center governance structure, embedding more cooperation, more communication and more consultation mechanism to realize the intergovernmental governance. In the specific path choice, it must firstly reform the resources allocation of administrative patterns, and achieve the local governance in the interaction between government, market and society. Secondly, we must establish the county as the main responsibility for the supply of local public service system. Finally, it should also consummate the matched system of the "Province Governing County" Reform.
