Exception Handling Method To Emergency Action Plan For Hierarchical Task Network Planning

Emergency management is an important problem of common concern by the world. Inrecent years, emergency events which have a major impact on public security continue tooccur. Emergency management becomes unprecedented attention by governments.During the emergency response, emergency execution may suffer from exceptions dueto the dynamics and uncertainty of emergency environment. While traditional emergencydecision methods cannot handle this situation. So an exception disposal method adapted tomodern emergency decision is put forward to deal with the challenges.Hierarchical task network planning is one kind of intelligent planning. Emergencyaction plan is made by HTN(Hierarchical Task Network). Methods to deal with exceptionsare adopted during emergency response, aiming at supporting emergency decision-makersfor handling with exceptions effectively.This paper focus on exception handling method. On the basic research of emergencyaction plan by HTN, basic elements composed of emergency action plan are formallydefined. An exception handling framework is put forward, including exceptions analysisand action plan adjustment strategy and action plan replanning strategy.Cases based on plan adjustment strategy and replanning strategy are designed tosolve exceptions in order to verify the feasibility of these strategies.Business process about emergency events at embankment project is analyzed,exception handling sub-system is designed and realized in three gorges flood emergencydecision-making simulation system.
