Enterprises will face the full-scale competition of the international market more directly after china joins WTO. Information resources mostly influence the competition trend between modern enterprises. The enterprise will not succeed unless it can develop and utilize the information resources better, activate the information technical equipment unused, excite the latent capacity of information personnel's working in competition. Carry on the rational allocation of information resources can realize above-mentioned purposes. Information resources allocation is the process of divide information and information personnel and information technical equipments in every subsidiary or every department reasonably in order to greatest the benefits and form enterprise's information advantageâ‘ . It not only positivly to raise key competitiveness of international enterprises in china, and have far-reaching influence economic meaning. This dissertation divided enterprise's information resources into key information resources, information equipments and information personnel based on the broadly-defined of information resources. This dissertation fixed the research range on large and medium-sized enterprises especially in manufacturing. Through fully studied on the theory and method of enterprise's information resources allocation, this dissertation conceived out whole thinking of strategy plan. This dissertation explained the relevant theories in such several respects as resources, resources allocation, information resources, information resources allocation, enterprise's information resources and enterprise's information resources distribution, etc. The differences between information resources and material resources'allocation and the law of enterprise's information resources allocation have been put forward in this dissertation. The factor of in-and ex-enterprises influences the enterprise's information resources allocation. This dissertation expounded the factors of environment in detail. The allocation of key information resources is the most important part in enterprise's information resources allocation. This dissertation analyzed formation mechanism of enterprise's information demands and information costs at first. The course of information transmission and coordination inside enterprises is described in the dissertation. The moderately model of enterprise's key information resources allocation is constructed through the method of mathematics analysis. The law, which information demands of enterprises are the motive power is given in the dissertation. On one hand, the information costs can effective the allocation of enterprise's information resources, which form restraint of enterprise's information resource allocation on the other hand. The researches in follow-up parts of the dissertation are taking enterprise's information demand as the thread all the time. The supporting information resources are important components in enterprise's information resources and the allocation of this kind of resources is very important. This dissertation divides enterprise's supporting information resources into two classes include the information equipments and information personnel. The theory model of information equipments allocation that takes demands as direction is set up based on summarized different characteristics of these two kinds of information resources. The relevant contents about how to select the type of information equipments are explained. The quality model of the enterprise's information personnel is established based on redistricted the duties of enterprise's positions. On this basis, this dissertation proposed some suggestions on information equipments and information personnel's management.
