| After2000, with the development of China’s real estate market, the price of houserises up sharply. For our citizens the price is so expensive that they cannot buy one forthemselves. To solve the situation, our central government departments have issued aseries of measures and policies, including the supply of economical and practical property,low-rent housing system. Among them the most representative one is the system of publicrental housing. The public rental system makes our housing security system more perfect.And the houses are supplied to those who cannot buy houses, but also cannot be givenaffordable housing.Public rental from construction to final distribution is regarded as the administrativeact. As the terminal part of public rental project-it is the hope of the relevant departmentsof the State and the majority of residents, and the results of allocation fairness, directlyrelated to the positive social benefits of public rental project aims can be achieved or not.Even we can say that the quality of public rental distribution chain, direct impact on theoverall public rental project, the construction and implementation of the system.In this thesis we analyze something about the public rental housing. For a betteranalysis of public rental, firstly we try to give analysis to the nature of public rentalhousing, after that we combine it with the economical and practical property and otheraffordable housing, to make the basic characteristics of public rental housing clear.Secondly, we analyze of the nature of the behavior of the allocation of public rental, andclassify it as administrative acts, from the perspective of a specific administrative act, ofthe administrative benefits. Thirdly, we analyze the status of China’s construction of publicrental housing, to try to find a way to make the distribution of public rental housing morefair, and finally make its positive social effects come true, by using the theory ofadministrative justice administrative supervision. |
