In perfecting housing security system,the status of public rental housing is more and more prominent,more practical effect.In order to perfect the supervision mechanism of public rental housing,scholars brought to rent access and exit all have certain research,but public housing use regulation has ignored this important problem,use regulation in is an integral part of the whole public housing regulation.The subject of the regulatory body in using regulation and public rental housing construction have not difference on construction access,exit.but their regulatory object,content and approach is totally disparate.Other segments of the public rental housing is to use the using;If ignore use regulation,where is the point?Therefore,researching on public rental use regulation mechanism is necessary.This paper,in addition to the introduction,is mainly made up of four parts:In the introduction part,introduced the meaning of public rental housing,public rental housing's use,and supervision mechanism,clear the research scope and object in this paper,the public rental housing use regulation and public rental housing access and exit mechanism are different from each other,however,there are contacts between them.The first part,introduction to the subject and object of our country's public rental housing use regulation.Theoretically demonstrates the source of the regulatory body supervision,combining with the regulations on the management of the public rental housing in various regions,the public rental housing use specific set of regulatory body.Three kinds of main body exist in the phase of public rental housing using:the subjects of regulation,the subjects of using and the subjects of property service,which uses the main body and property service main body is the object of regulation.The second part,this paper discusses the main content of use regulation.Regulatory supervision is the content of the behavior of an object,in combination with the law and the actual situation in the public housing is analyzed using the lessee,the lessor and the property manager of illegal default behavior,and points out the corresponding treatment.The third part,the ways and means to use regulation,analyzed the regulation subject through what way to learn supervision content,through what way to conduct daily supervision.Among them,both the subject's active regulation,also have mutual supervision between the objects.The fourth part,the brief analysis of the present problems existing in the supervision and perfect Suggestions are put forward.Because regulators around the set not unified,derive a lot of problems;In the regulatory process is not yet perfect,the responsibility of the regulators in the measures for the administration of around is only a blur.Aiming at these problems puts forward the following Suggestions:(1)to establish a special responsibilities clear public housing regulators;(2)the government and community joint regulation;(3)public housing use regulatory legislation;(4)clear the responsibility of the public housing use regulators.
