Research On China’s Public Rental Housing Distribution System

Public rental housing is for marginalized groups that can not meet the eligibility criteriaof low-rent housing, the purchase terms of affordable housing and limit commercial housing,among low-rent housing, affordable housing and limit commercial housing. Public rentalhousing system achieves the comprehensive coverage of low-income groups and improves theindemnificatory housing system, but faces many confusion problems about the allocationmechanism, such as not clearly defined of governmental functions and security object, auditmechanism as dummy, lack of scientific waiting allocation system, that largely restricted topublic rental housing to play the security function and role. Therefore, the establishment oflong-term, sustainable allocation mechanism of public rental housing security system isimportant and difficult.Based on the theory and practical experience of foreign public rental housing allocationmechanism, the analysis of allocation status quo of public rental housing in some cities, thepaper investigates and establishes a line with national conditions of public rental housingallocation mechanism to solve the "sandwich class" housing allocation problems. From thesubject, object and other components of allocation mechanism of public rental housing,analyze the necessity of establishment of allocation mechanism of public rental housing.The article has four parts. On the first part mainly from the whole to grasp the basicdefinition of public rental housing, including the theory of public rental housing, public rentalhousing situation and the importance of the distribution of system, to say the topic for yourpaper from the overall are discussed.After learning its content, understands the importance ofpublic rental housing and distribution is the key to its “Huimin” policy, in this paper, thesecond part specifically discusses the public rental housing distribution system, and details themain obstacle restricting the development of it.
