The Research On The System Of Emergency Information In Public Incident Management Of Government

With the deepening of reform and opening up and rapid social development, China’s population, resources, environment and economic development of the contradictions become increasingly prominent, and variety of public emergencies frequenctly occur. Respond to public emergencies, information dissemination, emergency management as an important work, whether in early warning of public emergencies, interim management or disposal of all important post. For public emergency awareness and treatment,transparency of information is directly related to the public, the real situation of public emergency as soon as possible and clearly announced to the public contribute to public emergencies, reasonable quick fix. Lack of information or delaying information would cause mass panic, easily induce more serious social problems; the adequacy of the information, the decision of the government public emergency contingency plans for the development of standards and whether to make the right decision-makers decision-making. Information is the basis for emergency crisis management, comprehensive and transparent to ensure its policies and programs of scientific and practical. Therefore, public emergency information management in government has a very important significance. Government as the main response to public emergencies, the emergency information dissemination plays an irreplaceable role. In the course of disposing of public emergency, the government how to effectively obtain information,and disseminate the information to the public through government systems or through the media, and feedback in the dissemination of information to monitor the results, is an important condition that the government can effectively predict,control and resolute public emergencies. Emergency management become important in recent years, governments at all levels of government administrative functions change from simple to transparency, service-oriented government step by step,and information disclosure develop further. Nevertheless, both compared with foreign countries, or with the reality of the objective requirements, there remains a large gap. There are still some problems to be solved, such as emergency information management in place, information distortion, information reporting formal, inefficient dissemination of information, poor communication. Facing the growing and wide range of public emergency, in order to promote China’s emergency information management mechanism and enhance the government’s crisis management capabilities,the government should disclosure information timely and comprehensively, improve and perfect the mechanism of the government’s emergency information management laws and institutions, improve the mechanism for sorting the information, communication mechanisms and feedback mechanisms and establish and improve emergency response information management mechanism, which is the only way to strengthen our management of public emergencies.
