Research On Unconventional Emergency Scene Command And Information Communications System

Nowadays, as the increasing numbers of unconventional emergencies happened in China, it hascaused a tremendous damage to the development of social economic and people’s lives and property.Due to the weak of the response ability in unconventional emergency scene, has become a seriouschallenge to China’s governments and institutions face. So, improve the efficient operation of theemergency scene management and the interaction of heterogeneous emergency informationcommunication that must be thought and solved urgently. Emergency scene command and informationcommunication is the basic work of the unconventional emergency scene management, therefore,establish a unified, integrated and efficient emergency scene command and informationcommunication system for unconventional emergency as soon as possible is very significance andrealistic to promote the emergency scene command and rescue quickly and effectively, in order tominimizing the loss of lives and property in unconventional emergency scene.This thesis firstly sum up the systematic study of unconventional emergency scene command andinformation communication system, and it gets the development way of the system based on theinvestigation of international research trend and the status quo of China’s emergency scenemanagement problems. On this basis, this paper research and design a general command model on theemergency scene that suit for many unconventional emergencies, and establish the integratedemergency scene communication network combine with the command organization structure. Then,proposes a conceptual design for the construction of emergency management information systemmainly using for command and communication in the unconventional emergency scene. Put forwardthe performance evaluation model for emergency scene command and information communicationsystem by analysis the system’s core elements. At last, this paper gives some suggestions onconstructing the unconventional emergency scene command and information communication systembased on the above research and with the reality of China.
