Study On The Issues Of The Fourth Front Army’s Logistics Financing In Sichuan-shanxi Revolutionary Base Area

War is conducted on a certain material foundation, and it is inseparablefrom the logistics supporting. Collecting material and financing is an integral part of thelogistics supporting, aimed at consolidating and improving the combat effectiveness ofthe force from the material, and ensuring the completion of the military tasks. InSichuan-Shanxi revolutionary base period, because of the barren land, poor people andthe national government’s military encirclement and economical blockade, the RedFourth Army logistic have a very hard time in financing. While, for the need of food,dress, weapon and ammunition in the army, the logistics is very important. In order tosolve the difficulties of logistics, the Forth Red Army take the “all for the victory”as thegeneral policy, and advocate a spirit of self-reliance and struggle hard; they pay allattention to the production and develop the military industry positively; they buy all theneeds from the enemy; all they do have an fruitful effect on the logistics, ensuring theneeds of people and army.The thesis is divided into three parts. The first part analyses the logisticsfinancing’s background of the Fourth Red Army in Sichuan-Shanxi Revolutionary Basefrom three aspects, and it also points out the three issues of logistics financing. First, ittells the importance of logistics financing, and says that the logistic financing is animportant part of the army, as well as the combat effectiveness of the army.; second, itshows us the urgency of collecting material and financing, due to the warlords’military“encirclement and suppression”and economic blockade; third, it summarizes thedifficulties of the logistics financing, with the poor neighborhood, inaccessible andrough road, bluff cliffs and the constant ruthless exploitation from the warlords,landlords, bandits, reactionaries.In the second part, the thesis illustrates the process of logistic material raising ofthe Fourth Red Army of the Communist Party——analysis of the policies and institutions, specifically, the various measures of raising logistic material. Means ofraising grain——receiving donation, harvesting in the field, collecting, public grain,purchase and borrowing etc. Raising of arms and ammunition mainly relieson——seizing from the war, the surrendered enemies, eradiating the bandits andreactionists, searching the domain of the bandits in the mountain, stealing the ememiesat night and self-production. Raising of bedding and clothing mainly relieson——seizing from the war, purchase, supporting of the people and self-production.In the third part, the thesis illustrates the effect and shortcomings of logisticmaterial raising of the No.4Red Army of the Communist Party. The reasons of thesuccess are analyzed in the following six aspects: appropriate guidance of strategy,support from the government of the Soviet Union and the mass, self-production, strictrules of thrifty, uniting of different entities, and giving privilege to professionaltechnologist. Meanwhile, the thesis also points out the shortcomings of the raisingmeans and the profound lessons drawn from the drawbacks.
