Research On The Role Of Government In The Development Of Chinese Non-profit Organization

Since China’s reform and opening up, our country makes series of dramaticreforms on political system, economic system and society, which change the patternsof sources and private life controlled by country strictly during the planned economy.With the changing relationship among country, society and market, the Non-ProfitOrganizations in China have spaces to survive and develop. It is the inner demand ofsociety and the new neutral power that provide an excellent opportunity for thedevelopment of Non-Profit Organizations in our country. After thirty years ofdevelopment, Non-Profit Organizations have played more and more important roles inthe period of China’s Reform and Opening up as well as industrialization construction.However, when they are compared with Non-Profit Organizations in other countries,their responsibilities or functions are beyond expectation. It means it is the bottleneckperiod for Non-Profit Organizations in our country and they have the obviouscharacteristics: inherent problems, acquired difficulties.Since the founding of the People’s Republic of China, China is a highlycentralized society in a long history when there are no real civil organizations. Thereforms in political field are clearly behind reforms in economical field after thereform and opening up. These are the direct results of slow development of autonomyin social field. What’s more, the government plays a dominant role in the developmentof Non-Profit Organizations. The guidance and motivation from the government playthe central roles. Therefore, the roles played by the government in the development ofNon-Profit Organizations are always offside, omission and mismatch. On thebasis of the description of government’s role in the development of Non-ProfitOrganizations in our country, this thesis mainly studies these offside, omissionand mismatch and analyzes reasons and influences. Combining the roles ofNon-Profit Organizations in foreign countries, the author explores a way whichmatches our country situation and is benefit to the development of Non-ProfitOrganizations in our country. At last, in the last chapter, some concrete strategies areput forward on how to positioning government’s role in the development ofNon-Profit Organizations.
