Research On The Role Of Non-profit Organizations In The Management Of Precursor Chemicals

Currently,the administration of precursor chemicals has become one of the hot issues in drug control all over the country and even the world,which has been highly concerned by all walks of life worldwide.The administration of precursor chemicals has always been the subject of previous UN special meetings on drugs.At the same time,the management of precursor chemicals has gradually evolved into a key issue on which western anti-China forces rebuke China,and even become one of the main disputes in China-US trade frictions.At present,there are more than 21,000 enterprises registered and managed in Shandong Province.The precursor chemicals that the companies have include 31 kinds regulated by the state,67 kinds to be transported to specific countries or Yunnan Province through legitimacy examination,and fentanyl and its four main precursors.The total annual circulation volume ranks the first in China,among which the output of bromine,the main raw material for the production of methamphetamine,accounts for more than 80%of the national output.In addition,with its convenient transportation,logistics and express delivery and other location conditions,driven by the national severe attack and the demand for drug production in overseas such as "Golden Triangle" and "Golden Crescent",Shandong Province has emerged as a key area for lawbreakers to obtain precursor chemicals with low costs and transportation risks,where the "industrial chain" of drug production has been surging repeatedly.Faced with the daunting challenge of managing precursor chemicals,this paper attempts to explore new ways applicable to other non-profit organizations in precursor chemicals management,taking the case of Shandong administration association of precursor chemicals playing its role as the cut-in point.The paper is based on the traditional analysis of the classification management system,the licensing system,the import and export verification system,the accountability system of each member unit of the commission and the temporary listing and control system mainly operated by government departments.The author thinks that the role of Shandong administration association of precursor chemicals is mainly reflected in:first,setting the industrial standards of precursor chemicals to strengthen the self-discipline of the industry;second,building the link between the government and the public to support the governance;third,establishing and improving the information management platform of precursor chemicals to provide high-quality public services;fourth,carrying out propaganda and training to build strong anti-drug atmosphere;fifth,restricting the public power of the government to improve its image.At this stage,the main problems include the lack of a sound supervision system,the shortage of employees and talents in the management of precursor chemicals,the strong administrative color,and unstable financial support.The reason is that the current laws and regulations are not perfect,the government's management system and mechanism for non-profit organizations need to be strengthened,the government appears "offside" and "dislocation" to some extent,the government administration and commune management has not been separated,and the public participation is not high.The last part of the paper,from the perspective of the government,offers the following proposals:to adhere to the leadership of Party building,to ensure the correct development direction of non-profit organizations,to establish and improve the legal environment,to administrate according to law,to standardize the supervision of non-profit organizations,to establish a new relation between government and community,to stimulate and maintain the vitality of non-profit organizations.On this basis,it also puts forward suggestions to improve the development of non-profit organizations themselves,which is to strengthen the internal supervision mechanism of non-profit organizations,enhance the credibility of organizations,establish and improve the internal governance mechanism with the council as its core,cultivate high-quality employees of non-profit organizations and enhance the coordination and cooperation between non-profit organizations.In the end,from the perspective of the social level,aiming at strengthening the credit culture construction and the accountability mechanism of non-profit organizations,this paper make some recommendations for innovation and perfection so as to form a complete closed-loop system.
