A Study Of Livelihood Business Building

Solving livelihood issues is the responsibility of the Government, and also the expectation of the people. Business sector is an important component of the Government, mainly in charge of domestic and foreign trade and the promotion of consumption. Consumption demand is an important aspect of people’s livelihood needs. Building Business for people’s livelihood is important and right on time. The study in this aspect is meaningful for the transforming from economy building to livelihood building for economic sector. This thesis takes business sector of Shandong province for example, to discusses how to build business sector for people’s livelihood. This thesis aims at discussing ways for business sector to better adhere to the pragmatic and incorruptible value and better serve the people by further clarifying the responsibilities. Theories of livelihood from ancient and modern times, and methods like past records, real examples, and comparisons are used in this thesis. On the basis of theories from east and west, the thesis defined people’s livelihood, livelihood government and livelihood, introduced several indexes, such as ratio between total retail sales of social commodities and GDP, consumer satisfaction index, employment index in business areas, market regulation capacity index, business integrity index, business environment index. The thesis also discussed the value of building livelihood business. Then, the thesis concluded the achievements of livelihood business building in the aspects of commerce circulation, foreign trade, foreign investment, foreign economic cooperation, and self-construction and so on. Combined with actual business work, The thesis analyzed problems existed in livelihood business building from the aspects of alienation of public services, inadequate commerce circulation system, low business integrity, inadequate promotion of employment. The thesis also analyzed the reasons in the aspects of the government’s traditional view, administrative concepts, work style of the government, impeded public interest representation and so on. According to the responsibilities of business sector, the thesis put forward objectives and tasks of the business sector, which are a sound public service system, standardize the order of market economy, development of the market of business industry to promote employment, creating a leading domestic business environment. Finally, the thesis discussed the groundwork of livelihood business development such as optimizing service function of business sector, improving managerial methods of business sector and completing the mechanism for the people in business sector. Livelihood business building needs the interaction of theory and practice, the preferential policy and the guarantee of policy mechanism. There are not many researches in this field. This thesis tried an in-depth thinking in livelihood business, hoping to be helpful for the building of livelihood business sectors.
