The Research Of The Development And Innovation Of The Livelihood Construction From The Perspective Of State Functions

Improving people’s livelihood is a political function of dynasty rulers for differentgoals and needs of the ruling. The historical development experience shows that thelivelihood issues related to long-term stability of a country, but also an important criteriafor the evaluation of a ruling class’s ability to govern. Improving people’s livelihood isan ongoing effort goal of Communist Party of China since established, while thepeople’s livelihood in different historical conditions also showed different connotationsand focus. In the early years of the Communist Party of China, national independenceand liberation is an important part of people’s livelihood, the establishment of thepeople’s democratic dictatorship republic as an important way to improve people’slivelihood; In the early socialist construction period, improving the quality of life is thebasic content of people’s livelihood, so increased public institution, as well as promotedthe development of socialist democratic politics and promoted socialist culturalprosperity were the main content of people’s livelihood in this concept; after the reformand opening up, with the deepening of China’s human rights and the development ofprivate security awareness, improving livelihood was necessary to focus on economicdevelopment, but also paid close attention to the development of politics, culture andsociety. Only improving the physical aspects of development was no longer to meet thegrowing needs of citizen, the development of spiritual life and other non-materialaspects of life for citizens are also important. However, as the development of reformand opening up policy and constantly improving the socialist market economic systemconstruction, not only brought a series of positive results, its negative effects were alsogradually revealed, rich-poor gap, the grim employment situation, distorted values, andother negative social phenomenon reduced quality of life and well-being of citizen,which put the challenges to the construction of the livelihood.On the other hand, from the process of construct the people’s livelihood, it is notdifficult to see that the livelihood construction and the socialist state functions areclosely linked. To some extent, changes in state functions guide the development of the national people’s livelihood construction. Therefore, this article adds the understandingof the state functions to the exploration of the Chinese people’s livelihood process,showing the development of coordination and mutual relations. Theory guides thepractice, while also constantly self-improvement and update. In the new era oflivelihood construction which is embedded in the social construction, based on thehistory experience about livelihood problems, it is important and necessary to explorethe basic laws of human development path of socialism with Chinese characteristics andthe basic properties of the theory and to realization the combination of theory andconstruction.This thesis is divided into six parts: The first part is research introduction, mainlyintroduces perspective and content of the study, the current academic research themes ofthe research are summarized, and the second part is the meaning and the political natureof the people’s livelihood, and from politics learn the basic properties of the livelihoodanalysis point of view, the third part is the construction and development of the historyof Chinese people’s livelihood, to explore the development of China livelihoodconstruction rules and characteristics, the fourth part is the people’s livelihooddevelopment process in Western countries, and to explore the basic law and policyevolution, the fifth part is mainly about the Communist Party of China livelihoodconstruction process, a comprehensive summary of the party’s theory of people’slivelihood, achievements and waiting issues, the last chapter analyze the impact of thepolitical functions to the construction of the people’s livelihood, discusses the operationand coordination mechanism for the livelihood of the current institutional system.The first part of the article describes the significance of this research project, fromthe perspective of the government to perform state functions to enhance people’slivelihood, summarize the results of the current academic circles about the livelihood ofthe people building on this basis. The paper argue that, on the people’s livelihood issues,people’s livelihood and political relations have been widely recognized, and get thelivelihood of Chinese history and Western ideological origins of a more clear outline,and the transition of government functions to the people’s livelihood has also been getacademic attention. In terms of people’s livelihood, institution and reform of the welfarestate has an important reference for the construction of people’s livelihood, andexperience in building China’s socialist construction livelihood is a wealth of valuableexperience. For the purposes of this article, these preliminary research findings are important theoretical basis of summarizing the history of the people’s livelihoodconstruction. Based on these development embodied in the basic law of livelihoodconstruction, the author strive to expand the discussion of people’s livelihood in thetheoretical framework of nation-building construction.The second part of the article from the basic concept of livelihood, from itssemantic analysis, the definition of the people’s livelihood and value, propertydevelopment, and political characteristics are get a more comprehensive discussion. Theauthor believe that the people’s livelihood construction is the ruler of the state to fulfillstate functions, especially inner countries, and launch a series of activities associate thepeople life. Then pointed out that, whether from the country’s political practice, or civilpolitical development or the perspective of the country’s political development, thepeople’s livelihood construction has obvious political attribute.The third part of the article from the history of the development of Chinalivelihood construction, emphasizing livelihood issues existed since ancient times, thecurrent study is not just grasp the content of people’s livelihood ideas, theories,approaches, but also need to learn from history, to clarify the history of Chinese people’slivelihood development context, to find the best way to improve the livelihood from thehistory of development, avoiding unnecessary detours. In this chapter, from theyearning for a better society, the demand for political domination of specific measuresand poverty alleviation, details the development of traditional Chinese people’slivelihood.The forth part of the article describes in detail the livelihood construction by theCommunist Party of China, especially summary of the status quo of Chinese people’slivelihood after the establishment of a socialist market economy. The author believesthat, from the perspective of political functions to perform, the Communist Party ofChina is the core strength of China’s revolution and construction, in terms of fulfillingstate functions, improving the socialist system, and promoting socialist modernizationin which the community plays an irreplaceable role. Construction of the people’slivelihood, before the reform and opening up which is the period of democraticrevolution and the planned economy period, carrying out political functions is the maintask of the people’s livelihood construction. After the reform and opening up, with theconsolidation and the overall development of economic, political, cultural, social,socialist political system, making the rise of social functions as the main state functions, public service has become an important livelihood issue of task.The fifth part of the article introduces the characteristics of Chinese livelihoodconstruction and shortcomings. After that, the sixth part of the article selected performstate functions as the perspective. Performing state functions is a concrete manifestationof the nature of the country, the current social management or public service is the maincontent of state functions, and the people’s livelihood construction is an important wayto management internal affairs, we can say today in the development of socialistmodernization, people’s livelihood and fulfill state functions promote each other andenhance the mutual relationship. How to deal with the relationship between the two isbeneficial to improving people’s livelihood. Therefore, in this part, the author analyzetentatively interaction and coordination of the institutional system of contemporaryChina livelihood construction, and analyze the functions of government.
