The reason, the mode is closely related with our implementation of the promotion of the development of the rule of law. China in specific historical circumstances and conditions under the government-led rule of law. that is. by the authority of the state through legislative, administrative, judicial, policy measures, mandatory to social promotion of the rule of law in accordance with the planned route. This rule of law mode, although you can see remarkable results in the short term, but can not always really long time to promote the further development of rule of law in China. At this stage of the transition period, the government-led rule of law defects more revealed beyond doubt, the rule of law in China into a bottleneck. The one hand, the government-led rule of law needs to be delivered to the community through the power of the government laws and the need to strengthen government authority, invisible in the process of expansion of government power.
