Research On The E-administration Of The Official Visits To Foreign Countries Or Overseas Territories By The Staff Of The Municipal-level Governments

Network technology and information technology, as important process achieved bythe human beings in the21st century, have become an indispensible part of the people’slife and enriched the content of social development subtly. With the continuousdevelopment and popularity of the electronics and information technology, peoplegradually accept and get used to dealing with routine businesses on the internet. Thisphenomenon, objectively speaking, follows the trend of the historical development andmeets the demand of the social management. To build a service-oriented E-governmentwill enable the government agencies to provide more convenient and efficientadministrative services to the society and keep the public informed of the governmentaffairs to earn more credibility by making full use of network resources. Therefore, itcorresponds to people’s wish and the trend of the time for the government to build anIT-based online platform of administration and service. This is a systematic work. Bynow, although some experiments have been conducted, it is still far from completionsince the original institutional mechanism and working flow hinders the application ofinformation technology to the E-administration and weakens public confidence. Tobetter service the needs of E-administration, pertinent measures need to be taken toimprove the earlier institutional mechanism and restructure and adjust the governmentagencies.As reform and opening deepens, China’s continuous expansion of foreign contactsand increasing official visits to foreign countries or overseas territories make greatcontributions to the social development on the one hand and pose new challenges to themanagement of official visits on the other. Although the government has standardizedand streamlined administrative review and approval flow in recent years, the process isstill not convenient, cost-effective and open enough due to the large use of paperdocumentation. In particular, the increasing media exposure of corruptive activities such as travel at public expense damages the image of the party and the government. Hence,more efforts need to be taken to raise the E-level of government administration.The paper explores the feasibility and effective space to apply E-administration inthe municipal-level official visits to foreign countries or overseas territories with moreadvanced management skills and techniques and even rigorous approach to furtherstandardize and streamline the review and approval process, save expenses and curbcorruptive activities. The author draws inferences from this case and talks about thenecessity to build a better service-oriented clean and honest government under theguidance of the central government.The paper consists of three parts:Introduction gives the reasons and meanings of the research, current research andpractice conditions at home and abroad, and research content and methods.The main part of the paper introduces the current situation and the applied researchof the E-administration of the official visits to foreign countries or overseas territoriesby the staff of the municipal-level governments. It consists of three chapters: The1stchapter introduces the concept and conditions of the E-administration of the officialvisits to foreign countries or overseas territories by the staff of the municipal-levelgovernments.. The2nd chapter researches on its possible scope. The3rd chapter gives acomprehensive analysis of its effective space including intranet, extranet and internet.In conclusion, the paper summarizes the problems faced in the E-administration ofthe official visits to foreign countries or overseas territories and points out that newadministrative concept is the key to fix these problems with the guarantee of relevantlaws and regulations. To build a just, open, clean and efficient operation mechanism inthe administration of the official visits to foreign countries or overseas territories, it isnecessary to perfect the building of E-administration; publicize information in timeaccording to law; strengthen leadership and organization; and improve the staff quality.
