The Research On The Economic Function Of The Administration Of Foreign Affairs Of District And County Level Government

With the development of Reform and Opening and socialist marketing economy, the local governments of China are not satisfied with only accepting acceptation task from central government. Especially in the rather developed area, local governments begin to go abroad, and get communication with foreign governments, corporations, organizations and people. On the other hand, while the deepening of foreign association, the Ministry of Foreign Affairs is no longer able to handle all diplomatic work. It is necessary that local governments take participation in the foreign affairs. As a result, local governments get more and more important in the whole national diplomacy of China.Though district and county level governments are at the lower levels, they are the implementators of macro policy of central, provincial and municipal governments. The administration of foreign affairs of District and County Level governments has its own characteristics. And it has direct influence on the social and economic development of certain area.This paper takes the administration of Hangzhou Xiaoshan District as the research object, through documents analysis, typical case analysis and comparative analysis, intends to discuss the following questions:First, the development of administration of foreign affairs of local governments. Second, what the local government could do through the administration of foreign affairs to improve the social and economic development. Third, explore the trend of the development of foreign affairs departments of local governments in the future.It is a fact that the administration of foreign affairs can’t directly enhance the economic indexes. But through certain managements and activities such as organizing communications, creating a good atmosphere, coordinating with multifunctional departments, and providing foreign affair service, administration of foreign affairs of local governments will significantly promote the social and economic development. And it is also true than the departments of foreign affairs are facing difficulty challenges. The foreign affairs departments must carry out reforms to adapt to the characteristics of local areas. Then they will be capable of coordinating the central foreign affairs and promoting the development of local areas.
