Research On Strategy Of Promoting The Association Of Science&Technology’s Participation In Social Management

Under the mass background of innovation&development of social managementleading to social governance, to transform social management system from that purely ledby the government to that by multiple subjects, including the government, the socialorganizations&the citizens has became a inexorable trend. Challenged by empowermentand market economy, difficulties take place for social organizations still in their initialstages of development. The Association of Science&Technology (hereafter refers to theAssociation) is a form of social organization that is entitled by the Party to play a role ofbridge and link between the Party, the government and scientific&technical workers. Toaccomplish its task, and to survive and grown in strength, it’s urgent for the the Associationto make its schedule of future development clear and constructive.This article is a systematically analysis of scope, type, meaning and unique features ofthe Association, clear identification of social management scope by the Association, anddivision of the differences between the Association, professional associations and scienceassociations. This article is also an analysis on necessity and importance of theAssociation’s participation in social management, its responsibilities&tasks in themanagement, advantages and problems in the participation, and simultaneously analyzingpracticability of relevant empowerment from the government to the Association whenparticipating in social development, elaborating relevant principles, main contents of theempowerment under the current social background. Taking Hangzhou Association ofScience&Technology as an example and foreign organization of science&technology asa comparison, the article provides ideas and strategies for promoting participation in socialmanagement by the Association.
