The government employee system is a new type of personnel management system which originating in western. It is in the form of contract hire and engaged in the part of the administrative affairs of the public sector human resources system through introduced some temporary, service personnels. The government employee system is designed based on the innovation in public sector management system and personnel system.The reasons of the government employee systemin in order to perfect the organization form, to the optimize allocation of human resources, to reduce administrative costs, to improve efficiency of the public sector,to break the government authorities or public sector "Only into not to go out" of choose the employees. Government employees have the rights and obligations in accordance with the provisions of an employment contract, completed together with the standing system of the civil servants to perform the administrative functions and undertake related affairs.The government employee system in China has its specific background, for example, the change of government function does not reach the designated position; Level government power and responsibility is not clear cause the human resources wasted.Economic construction and social development imbalance lead to the pressures are too large; New service-oriented government to the government’s administrative ability is put forward further requirements. In recent years, the academic more and more research on the government employee system, there has been formed a very precious literature basis and practical experience. Although current researches have achieved good results, but the theory of government employee system is not fully established, at the same time in the practice there are so much problems need to be solved.This article attempts to reach z city as an example.Through the analysis of the theoretical basis and draw lessons from foreign practical experience and the domestic typical mode of local government employees,we want to research the process of implementation problems and explore the reasons for these problems.The last,we try to point out the government employee system’s future development path and development directions,in order to achieve the optimal allocation of human resources in public department and improve the work quality and efficiency of government departments.
