In the process of the number, degree, speed, and intensity of global interactions and transactions are much greater, and extend to many more parts of the world, the Chinese market reform and modernization development continue to push forward, Chinese local governments take responsibility as the role of reform pioneer and greater efficiency public service providers. Especially in the new century, in the background of comprehensive and deep reform and urbanization development, more and more complex political, social, legal and management issues burst out.In this times which has opportunities and challenges, Chinese local governments need to fight for the traditional institutions to adapt new social environment constantly. The problem of local governments how to govern was raised into the reform agenda. China's current reform is in this very historical point.In this paper, the author from the unique times perspective innovatively, collect literatures about Chinese local governments and central-local governments relationship's interactive reform, compare to the relevant international experiences, summarize the success and failure of China's modern reform lessons and look forward to Chinese local governments future.
