The government employee system is significant to the guidance of the new public management theory of government personnel system reform,and the innovation and breakthrough of the government management concept of human resources and the government mechanism,government employees learn the concept and practices of enterprise employment system,through market-oriented management operations and contractual employment contract hire government employees,created an effective channel for the inflow of talent to the government agencies,taken as a response to the government of China's local governments lack of high-tech talent and lack of elasticity problems in mechanism of new employment way.The government authorities for lower paying,with people mechanism is not flexible,the government is obviously weak,in attracting high-end talent than market enterprises in view of this,for the high request to the government public service to domestic and foreign environment,local governments have been absorbed by the high-quality talent to the government employee system mode contract form recruitment,management,use of professional talents,enrich the work of the government team,improve the efficiency of government administration,to meet the needs of public affairs.Since 2002,Jilin Province pioneered precedent since our government employees,the government employee system in our country has the potential of blossom everywhere.So far the government employee system has been implemented in China for more than 10 years,a personnel management system reform of government departments conduct nationwide,with Jilin,Zhuhai,Shenzhen three places particularly distinctive,thus forming the three typical pattern.At present,the system of government employee in China is still in the stage of exploration and trial,In many problems in the process of implementation still exist in theory and practice,the system of government employee is not as expected and give full play to the positive effect of public expectations.There has been a lack of unified design full of laws and regulations,especially the lack of provisions detailed constraints on government employee recruitment,daily management,performance appraisal etc.;increase the fiscal cost,equitable cost,hidden pay cost of administrative costs;government employees affected by the officialdom culture is influenced by its assimilation and even common rent-seeking civil servants "catfish effect" caused failure;civil servants and employees of fuzzy,problems such as unclear division of responsibility.In view of this,In this paper,through the analysis of the government employee system theory,typical model and the reasonable absorption from the developed countries and areas of government employee system on the basis of successful experience,Study on the status and problems in implementation of positive utility,government employee system currently play in China's local governments,Combined with the actual situation of China put forward the government employee system improvement direction and countermeasures,One is to further clarify the responsibilities,in the location of the contact and the similarities and differences between government employees and civil servants,clearly define the position of government employee system;two is to establish a government employee personnel dispute settlement mechanism,government employee welfare system,government employee system and civil service connection channel,legal security system;three is to strengthen the daily management government employees,effective,reasonable recruiting government employees,reasonably setting up government employees,government employees and technical training and capacity development,strengthen the supervision of government employees to perform their duties,the measures.In order to promote the system of government employee to play fully to attract talent,activation government employment mechanism,enhance the positive role of government in the overall quality of human resources.This paper is divided into six chapters:the first chapter mainly introduces the meaning of choosing this topic,review and evaluation of literature at home and abroad,research ideas and methods,and the innovation and insufficiency of this paper;The second chapter carries on the analysis to the government employee system theory as well as the definition,the connotation of the system of government employee;The third chapter introduces and comments on the implementation agent of our government employee system and the development of the status quo;the fourth chapter introduces the developed countries as Germany,Australia,Singapore,USA and Hongkong(area)implementation of government employee system,and comparative analysis;the fifth chapter analyzes the implementation of the system of government employee in China in the process of the lack of laws and regulations,unified design cause problems between government administrative costs,the expected"catfish effect" of the failure and civil servants and government employees are not clearly defined;on the basis of the above analysis the sixth chapter put forward suggestions to improve the relevant system implemented by the Chinese government employees;the seventh chapter is the conclusion of the future development thinking and positive effects of government employee system of government personnel system reform,tries to explore the direction of the reform of government personnel system.
