Peasant workers, the particular social group of1.3billion Chinese Population,have two identities. From the professional perspective, they are workers. And from thehousehold perspective, they are farmers. The naming of the peasant workers is acombination of dual capacity of farmers and workers, it presents two facesembarrassing identity of peasant workers. They are a symbol of social progress andthey are also the symbol of suffering at the same time. Peasant workers make a hugecontribution to the urban construction, but in real life, they are marginal man. Thereasons lead to the marginal identity of peasant workers are various, but the keyreason is the problem of governmental management. Therefore, the government mustmake the innovation of management idea and structure carried out.Studies on participatory governance of western countries have been forming asysterm, and it have the reference significance for solving the problem of vulnerablegroup. Participating in the governance process for peasant workes can make thegovernment understand peasant workers deeply and fully and make policiesscientifically. Further, it will make the government get more support and recognition,and it is also helpful to cut the cost of management. In fact, peasant workersparticipating in governmental management is the process of self-governance. So, theparticipatory governance of peasant workers can satisfy the needs of both protectingpeasant workers’ rights and governmental management. Participatory governance ofpeasant workers in haikou named “peasant workers’family” is the oldest and mosteffctive patten in all of the practices. So, I will use it as an example in my paper toanalysis achievements and problems of haikou patten. And hoping that we caninnovate in governmental management and promote the self-governance of peasantworkers gradually through the analysis.The article try to explore the path of peasant workers’ participatory governanceon the base of case studies. The content contains six main areas: first, to achievemultiple subjects; second, to define boundary of the governmental authority clearly;third, to keep powers and responsibilities accordance; fourth, to perfect the trainingsystem of peasant workers; fifth, to promote peasant workers’ self-management andautonomous organizations; sixth, to encourage self-supply of the public.
