Because of the system of census registering becoming less crowded, the peasants entered into the cities to work, therefore the peasant-workers emerged. These peasant-workers move into the cities and play an important role, who are the major labor force in cities and have made important contribution for the development of our countryside and cities. however, by comparison with their contribution, the peasant-workers are in the comprehensive vulnerable condition. This condition has initiated us into paying attention to their vulnerable condition as well as changing their vulnerablity.Charpter I. Analysis of the Vulnerable Degree of Peasant-workers: Has Become One of the Main Bodies of Vulnerable Groups in CityThis part firstly carries the review on the generating process of peasant -workers. Before reform and open, the population flowing, especially the population flowing from countryside to city, is not permitted outside of the plan. After the reform and open, the dual system separating the city and countryside has changed, based on the background the peasant-workers emerge.However, because the dual system only becomes less crowded and does not dispel completely, therefore, peasant-workers obtain the freedom of changing its professional status, but not obtain the freedom of changing its household registering status. This kind of condition has initiated the vulnerable status of peasant-workers in city. Peasant-workers' vulnerable condition contains four planes: Political plane, employment plane, income assignment and society plane.Obviously, from the degree of vulnerablity, the peasant-workers are stronger than other vulnerable groups in city, and in quantity, it already exceeds the total sum of other vulnerable groups. Therefore, we make such judgment that the peasant-workers already became one of main bodies of vulnerable groups in city.Chapter II. Analysis of the Factors That Make the Peasant-workers Vulnerable: The flaw and Unjustice of SystemThis part analyses the factors the make peasant-workers vulnerable. The loosening of dual system has brought peasant-workers flowing. But because the system only becomes less crowded, and not has the fundamental transformation, namely function of this system still displays, and affects the management system concerned with peasant-workers. As the result, peasant-workers are vulnerable.So we think, the flaw and unjustice of system is the major reason of peasant-workers' vulnerable status, namely that the government has not formulated the system concerned with peasant-workers makes the group vulnerable. So we should think how the government manage peasant-workers, and based on which theory the government will change the vulnerble status of peasant-workers.Charpter III. Theory of Government Human Resources Management: Provide a Theory Support to Change the Peasant-workers Vulnerable StatusThis part analyses theory that can change the peasant-workers vulnerable status. Several survey results have provided the basis for our theory choice. Firstly, the condition of city residents from other cities is better than the peasant-workers obviously. Secondly, the income of peasant-workers is related to their quality. These two phenomena show that enhancing the level of the peasant-workers' human resources will change their vulnerable status. But, the function of peasant-workers' human capital depends on several system factors. This is the third phenomenon we obtain.Based on these survey results, we think that, the pure human capital investment cannot change peasant-workers' vulnerable status effectively, only when the circumstances are improved, peasant-workers with high human capital can be able to improve its economic and social position, integrate the city community, and become new city residents. The theory that takes the human capital enhancement as the core goal, as well as pays attention to the environment, is the theory of human resources management. Therefore we have made such inference: the human resources management theory is effective to chang the peasant-workers vulnerable status, based on this theory, we can change peasant-workers' weak status.Charpter IV. Analysis of the Present Situation of Government Management: the Questions We Need to Solve in Course of Changing the Peasant-workers' Weak StatusThis chapter first describes the development condition of peasant-workers' human resources. We find that, the peasant-workers have already became the important support strength for our urbanization and industrialization, but as a group that produces important influence on our social development, their status is vulnerable. Therefore, this chapter cites the system frame we construct in third chapter, analyzes the questions that relates to the peasant-workers' weak status. Only discovering the question existing, we can determine the direction of the system consummation, and finally changes peasant laborer's vulnerable status through the system consummation.Charpter V . Analysing the Countermeasure That Government Managing the Peasant-workers' Human Resources: the System Arrangement of Changing the Peasant-workers' Weak StatusIn view of the questions discovered in fourth chapter, this chapter provide related Countermeasures. The goal we want to realize through managing the peasant-workers' human resource is : through proper arrangement, from intrinsic side, enable peasant-workers to have ability to improve oneself and change its weak condition, and from external side, ensure this kind of ability peasant-workers get to fully display. Therefore, government should manage peasant-workers' human resource in such ways: improve peasant-workers' human resource level, guarantee peasant-workers' rights and interests in income division, promote the peasant-workers' human resources to flow freely and reasonably, construct a unified labor market and realize the human resources' reasonable disposition and fair employment, establish social security systems that adapts the peasant-workers' characteristic, enhance organizational degree of peasant-workers, eliminate social repelling the peasant-workers face.In summary, from the angle of government human resources, this article analyzes how to change the vulnerable status of peasant-workers. The author thinks it is the flaw and unjustice that makes peasant-workers vulnerable status, so government must change this condition through proper system arrangement, which is based on theory of human resources management. According to the above, this article proposes a system frame, by it the government manages the peasant-workers' human resources, and we hope through this frame we can finally change the peasant-workers' vulnerable status.
