Since the founding of New China, through the unremitting efforts and exploration ofseveral generations of people, China’s democratic political system of city continues toimprove, and the socialist rule of law achieves continuous progress and development. Inthe18th National Congress of the Communist Party of China, to promote the overallstrategy of governing the country according to the law becomes the main content, whichreflects that the party and the country of China attach great importance and attention to therule of law, and the basic strategy of governing the country according to the law iscontinuously developing and improving. While the construction and the theoreticalresearches of the rule of law have made considerable progress and brilliant achievements,the empirical studies on the rule of law are also booming, and in recent years, quantitativeresearch methods of the rule of law, represented by the “rule of law index”, are graduallydrawing people’s attention.In this paper, first in the introduction part the author introduces several domestic andforeign research results of the rule of law quantitative evaluation, based on which theauthor proposes the inadequacies of the existing studies on this issue, and also points outthe problems that the present thesis intends to demonstrate. At the same time, the authorhas defined the three concepts of the rule of law quantitative evaluation, the rule of lawevaluation index system and the rule of law index, and attempted to straighten out therelationship of the three. According to the author, the rule of law quantitative evaluation, asa new way to study the rule of law, covers the broadest scope, including the rule of lawevaluation index system and the rule of law index. The rule of law evaluation index systemis a necessary prerequisite for the rule of law quantization, and the most microscopic ruleof law Index is a concrete manifestation of the rule of law quantitative evaluation. Thethesis includes four parts:Part one: as the concept of the rule of law quantitative evaluation has only appeared inthe field of people’s vision for a short time, coupled with the lack of a clear definition forthe concept of the rule of law quantitative evaluation as well as a series of related concepts,in the first part of the thesis, the concept of the rule of law quantization is defined and therelated concepts such as the “rule of law evaluation index system” and the “rule of lawindex” are introduced and elaborated.Part two: the necessity of localization of the rule of law quantization; This part mainlydiscusses the necessity of the rule of law quantization, as well as the necessity of combining it with the construction of democracy and the rule of law, namely, localization.Part three: the feasibility analysis of localization of the rule of law quantization; Thispart focuses on whether the rule of law can be quantified and whether it can be quantifiedunder the objective conditions of China.Part four: the practical exploration of the application of localization of the rule of lawquantitative evaluation. This part mainly introduces the city of Wuxi, a city governed bythe rule of law which has established the evaluation index system, as the research example,and also introduces the features of the evaluation index system. Through a comprehensiveanalysis of the practice of the rule of law quantitative evaluation in China, the thesissummarizes a few problems that occurred in the rule of law quantitative evaluation inChina, and at the same time puts forward some exploration of the application oflocalization of the rule of law quantitative evaluation.
