| Along with the changes of the world situation, the government of China shifts the focus that our country enhances the ability of technological innovation, building an innovation oriented country strategy, strengthens the government’s role in promoting the progress of science and technology. The XPCC launched the scientific and technological progress about responsibility assessment in Party and government since2008,in order to further strengthen the XPCC’s Party group to every division of science and technology works, promote the division of Party and government leading to catch the first productive work carried out.In recent years, the economic and social environment, policy environment and its own technical strength which the XPCC faced had changed obviously, which needs to be revised and improved, especially since the conference in Xinjiang central work. The paper analyzes the index system of science and technology progress in XPCC.Firstly, it analyzes the impact of technological progress on economic and social importance of XPCC using AHP methods and C-D production function, science and technology work in the new period, the status and role of science and technology progress evaluation system based on the perspective of special XPCC. Secondly, this thesis frames index system of science and technology progress, based on the general principles and specific principles for the design. Thirdly, it assessment the level of XPCC science and technology progress using the index system, and puts forward some opinions and suggestions for verification of the evaluation index system, using the principal component analysis and cluster analysis methods.Through this research, it can make index evaluation method on XPCC’s scientific and technological progress evaluation more scientific and reasonable, and more characteristically, to promote science and technology policies, make contribution for XPCC’s science development and performance its historical responsibility. |
