As China's economy develops,the urbanization process accelerates,the traditional agricultural management mode obviously can not adapt to the production mode of modern agriculture.The agricultural land should be reallocated,and the proportion of agricultural land transfer gradually increases.The current situation of agricultural land transfer is generally good,but there are still many problems,such as the lack of fairness,the lack of intermediary service organizations,the low efficiency of agricultural land transfer,and the low enthusiasm of agricultural land transfer.The transfer contract is not standardized.In the final analysis,the policy itself is not perfect,and there is no matching policies for the agricultural land transfer.However,the perfect agricultural land transfer policy cannot do without evaluation,Policy evaluation is the necessary stage for policy improvement and optimization.we can put forward improvement suggestions to provide policy makers with the basis for policy analysis and adjustment,and pave the way for the later stages of policy formulation,release,implementation,and evaluation of effects to promote the improvement of policies of China's agricultural land transfer based on the evaluation results.The research on the evaluation of rural land transfer policy is mostly qualitative,and quantitative evaluation research mainly focuses on the implementation effect of the policy.It has subjectivity.So this paper focuses on the quantitative evaluation of China's agricultural land transfer policy based on PMC index model.Firstly,this paper analyzes the policy tools of rural land circulation in China.This paper collects the policy texts of rural land circulation from January,2002 to July,2020,and then uses the ROSTCM6 to extract the word segmentation and word frequency statistics of policies,and then combines the text content analysis method to carry out the statistics of policy tools,at last,we analyze the existing problems.Then the paper constructs PMC index model,selects 10 policy samples to conduct empirical research on the quantitative evaluation of China's agricultural land transfer policy.The paper draws the PMC surface,and compares the best policy and the worst policy by using the method of comparative analysis.Finally,this paper draws the following conclusions: When analyzing the policy tools of rural land circulation,it is found that the frequency of contracting,agriculture,management right and service is the highest,the frequency of dispute,arbitration,guidance and system is in the middle,and the word frequency of confirmation,mortgage,platform,publicity and innovation ranks behind,which reflects the current focus of China's agricultural land transfer policy;Based on the statistics of five kinds of policy tools,it is found that supply-oriented policy tool,demand-oriented policy tool and environmental policy tool account for a large proportion,while strategic and evaluation oriented policy tools are extremely scarce;Empirical research on ten agricultural land transfer policies based on PMC index model shows that the evaluation grade of P3 policy is excellent,the evaluation level of P1,P2,P4,P6,P7,P8,P9 is acceptable,the evaluation level of the P5 and P10 is poor.The ranking is P3,P7,P6,P4,P8,P9,P1,P2,P5,P10.
